First, measures to effectively strengthen the construction of professional ethics

Professional ethics is a comprehensive reflection of the quality, ability, image and ecology of an industry, which embodies the ideological realm, moral norms, value pursuit and spiritual outlook of employees. The construction of professional ethics is closely related to everyone engaged in this industry, and it is a basic work that needs painstaking efforts.

1. Develop complementary industry norms. 20 15, 10 China Qufu Association issued the Code of Conduct for Qufu Artists in China, which accurately explained Qufu and the motherland and the people, the times and life, the goal and value of Qufu, inheritance and innovation, stage and ideal, inheritance and genre, literary criticism, moral bottom line, mission and responsibility, and defined moral standards and codes of conduct. Through the initiative and continuous and extensive mobilization to the national quyi community, the Code has been widely spread and applied, and is known as the "Code of Contemporary Quyi Artists"? On June 20 16, the corresponding implementation measures were formulated, with a negative list, and seven rigid management measures were formulated, such as reminding education, encouraging conversation, informed criticism, suggesting the unit to deal with it, canceling membership, public exposure, and prohibiting participation in the activities of the Music Association. "Norms" and "Measures", one positive and one negative, complement each other, providing a strong institutional guarantee for strengthening the construction of folk art circles.

2. Build a long-term mechanism for implementation. From June 2065438 to June 2006, the Style Construction Committee of China Music Association was established and adopted the Working Rules of the Style Construction Committee of China Music Association. Conscientiously implement the ideological work responsibility system, designate specialized agencies to take charge of Quyi public opinion, especially online public opinion monitoring, constantly improve the response speed, judgment depth and the practicability of countermeasures and suggestions, properly handle problems and resolve contradictions. At present, a long-term mechanism has basically been formed to establish rules and regulations, institutional constraints, organization and management, self-discipline and rights protection, social supervision, and public opinion monitoring's multi-pronged and mutually supportive work style.

3. Carry out normalized education and training. From 2065438 to July 2007, the Five-year Plan for Education and Training of Quyi Workers in China (20 17-2022) was formulated, and education and training were carried out in stages for the whole industry, focusing on cultivating outstanding talents of emerging Quyi groups, Quyi workers in remote and poor areas, Quyi network editors, creative and performing talents, Quyi system cadres, outstanding Quyi backbones and Quyi education. At present, four sessions have been successfully held, namely, the first national training course for outstanding talents of Quyi freelancers, the first training course for system secretaries of the National Quyi Artists Association and two seminars for experts of special committees, with good results and wide popularity.

4. Give play to the backbone role of top-notch young talents. On June 20 15, we started the training of peony flowers and quyi talents, with a batch of people every two years. English training targets are selected from young and middle-aged outstanding Quyi talents under the age of 45 who are active in the front line of creative performance all the year round, with excellent ideological quality, good mass base and excellent professional level, and have development potential. Eight methods, such as collecting folk songs, awarding performances, education and training, discussion, voluntary service, foreign exchange, publicity and promotion, and financial support, are comprehensively used to cultivate and promote the selected candidates. Through hard work, the first batch of 10 English trainees showed good ideological quality, style formation and social image, and became the backbone of active participation and demonstration in style construction. A review of the first batch of Quyi talents training activities of Peony Blossom has been published, which shows the mental journey and spiritual outlook of the first batch of English-trained personnel. At present, the second batch of training activities has been launched in Beijing.

5. Create a strong atmosphere of respecting morality and respecting art, vigorously implement the innovative project of Quyi industry construction, and edit and publish "Excellent Quyi Artists" and "Biography of China Quyi Peony Award Winners" (volumes I and II) in two years, focusing on publicizing the advanced deeds, moral quality and artistic pursuit of 29 outstanding Quyi artists and 340 Peony Award winners. Attach importance to the role of the representatives of the 19th National Congress of Quyi, the National People's Congress, the CPPCC, the members of the presidium, the members of the Council, and famous rookies in the construction of professional ethics. Pay equal attention to works and personalities in awards ceremonies, exhibitions and performances, and provide more resources, a bigger stage and better opportunities for artists with ideals, responsibilities and achievements. And other columns, with positive and healthy literary criticism, spread the positive energy of the Quyi community and sing the good voice of Quyi people.

Second, some experiences in promoting the construction of professional ethics

We feel that the construction of work style is a breakthrough for the Music Association to comprehensively deepen reform, promote functional transformation and realize innovation and development. Specifically, we integrate the style construction into all aspects of the work of the Music Association and into the practice of deepening the reform of the Music Association. We have the following experiences.

1. Improving ideological understanding is the premise. The sub-party group of the Music and Music Association has always put the strengthening of work style construction in the overall situation of the association's reform and work for overall thinking and systematic planning, rallying resources from all sides, finding the greatest common denominator and drawing the greatest concentric circle. According to the continuous development and change of practice, we should innovate and improve the management methods of relevant institutional rules in moral construction, and give full play to the comprehensive role of institutional mechanisms in moral construction.

3. Implementation is the key. The construction of work style is easy to be repeated and resurgent, and we must vigorously and persistently grasp it day by day, starting from specific things and not giving up the strength of size and weakness. 2. Cultivate new forces.
