Today, a joint statement was issued, confirming that the Qing government, in accordance with the provisions of Japanese, became the Emperor of the Qing Dynasty on 1900 1 February 22nd, that is, the 26th year of Guangxu reign in China1month1day.
In the first paragraph, a great German imperial baron, Minister Keke, was murdered. On the ninth day of June this year in the western calendar, that is, on April 23rd of the lunar calendar, he was appointed as a first-class minister by decree (Annex II). Before going to see the Dade emperor, I would like to express my regret on behalf of the Qing emperor and the country. Prince Chun set off from Beijing on July 12 this year, that is, on May 27th of the Gregorian calendar. Second, the Great Qing Dynasty has declared that the inscription stands in the place where the victim was killed, which is in line with the taste of the minister, and listed the purpose of repentance of the great emperor of the Great Qing Dynasty. The book is written in Latin, German and Chinese. On July 22nd of this year, that is, the seventh day of June in the China lunar calendar, Wen Zhi, the plenipotentiary minister of the Great Qing Dynasty, sent a special envoy to Germany (Annex III). At present, memorial archways have been built in the place where the victims were killed, all over the streets. The Gregorian calendar started on June 25 this year, that is, the tenth day of the fifth lunar month.
Paragraph 2, subparagraph 1. Punish those ministers who hurt the country and people first. Orders were issued on February 13 and February1day respectively, that is, last year1February 25th and the third day of the first month of this year. The list of convicted persons is as follows (Annexes 4, 5 and 6). When the king was in righteousness and the Lord of the Nation was in Lan, he was sentenced to prison, and it was agreed that if the emperor thought that he should be given a loan to die, he would be sent to Xinjiang for eternal imprisonment and would never be freed. Zhuang Rong, Duchayuan left all dead, ministers of punishments were ordered to commit suicide; Shanxi Governor Yuxian, Li Shangshu Qixiu and Xu Chengyu, assistant minister of the left punishments department, were all designated as the right method, and they were the co-organizers of the official department of the university. Xu Tong, the former governor of Sichuan, died and took the original official, so he was immediately dismissed. Xu Yongyi, the minister of the Ministry of War, Shan Li, the minister of the Ministry of Civil Affairs, Xu Jingcheng, the left assistant minister of the official department, and Chang Yuan, the minister of Taichang Temple, were all killed last year for their heinous crimes of refuting the righteous laws of various countries. On February 13 this year, that is, last year1February 25th in the Gregorian calendar, they were restored by the imperial edict (Annex 7). Zhuang Zaixun committed suicide on February 2 1 day, the third day of the first lunar month, and died on the 24th, the 6th. Yuxian was executed on the second day, that is, the fourth day, and Qixiu Xu Chengyu was executed on the sixth day, that is, the eighth day. In addition, on February 13 this year, that is, last year1February 5 of the Gregorian calendar, the imperial edict was read out to remove Dong Fuyang, the governor of Gansu Province, and he was punished upon conviction. On April 9 and June 3 this year, that is, on March1Sunday and April 17 of the lunar calendar, orders were issued one after another to punish all provincial officials who admitted to being responsible for the terrible tragedy last summer. Second, the imperial edict will stop the five-year civil and military examinations in towns where people of all countries have been killed and abused (Annex 8).
Section 3. Because of the murder of Mr. Sugiyama Bin, secretary of the Japanese embassy, the great emperor of the Qing Dynasty was respected for his kindness. On June 18 this year, that is, the third day of the fifth lunar month, the imperial decree appointed Na Tong, assistant minister of the Ministry of Finance, as the minister to represent the Qing Emperor and the country before going to the Japanese Emperor (Annex 9).
Section 4. In order to desecrate countries and dig graves, the Great Qing Dynasty agreed to erect a monument to clean up the dirt and snow. It is stipulated in the contract with the plenipotentiaries of various countries that the monument will be built under the supervision of the embassies of various countries, and the China family will pay an estimated fee of 22 taels, 12,000 taels each in the capital area and 5,200 taels each in other provinces. The money has been paid. The list of graves for building monuments is attached (Annex 10).
Article 5. The Great Qing Dynasty allowed weapons and various materials specially used to make weapons not to be brought into China. 199 1 August 17, that is, on the fourth day of July this year, a decree was issued prohibiting imports for two years. Later, if countries think that something should continue, they can also extend the two-year period by decree (Annex 1 1).
Paragraph 6: The imperial edict to the Great Emperor of Qing Dynasty promised to pay 450 trillion taels of customs money as state compensation, which was contained in paragraph 2 of 19001February 22nd, that is, China Guangxu1February 26th (attachment 12). (1) This 450 trillion yuan is customs silver, which can be easily converted into gold at the market price. This market price can be easily converted into gold according to the prices of currencies of various countries, as shown in the left: one or two pieces of customs silver, namely German three marks 055, namely Austrian three crowns 595, namely American three francs five, namely French three shillings, namely Japanese one yuan 407, namely Dutch one fleur 0796, and Russian rouble, calculated by Jinping, are seventeen dollars 424. This 450 trillion yuan was paid back by China in 39 years according to the chapters in the attached table (Annex 13). The principal and interest shall be paid in cash or at the market price on the maturity date. The repayment of principal begins on 1902 1 month 1 day and ends on 1940. The principal is repaid annually, with 190 1 year 1 month 1 day as the first time. Interest will be repaid from July 190 1 year 1 day. However, China countries can also repay the interest owed from the previous six months to 1 90 1 year1February 3 1 day within three years from1month/day. However, the interest paid should also be paid at the rate of 4% per year. Interest is paid every six months, and the first payment is scheduled for 1 July, 9021day. (b) All matters related to this arrears shall be handled in Shanghai. In the future, if the director of a bank in each country collects the total amount of principal and interest paid by all China officials and distributes it to those who participate, the bank will issue a receipt. (c) The China family will hand over an all-insurance certificate to the leaders of the imperial envoys in Beijing. After this guarantee, it was divided into zero votes, and each vote was officially signed by the China Mission. All matters in this section and the invoice shall be handled by the directors of the above-mentioned bank according to their own laws and regulations. (d) Every income from the financial resources for repaying bonds shall be deposited with the bank directors every month. (e) The financial resources for guarantee are as follows: (1) After paying the principal and interest of the loan previously guaranteed, the import tax of the remaining amount will be increased to 100% of the actual value, and the increased amounts will be added up. All goods imported duty-free, except rice, miscellaneous grains, gold and silver, shall be included in the actual value of the five products. Two, all the regular customs receipts, the regular customs of the trading ports, are under the management of the new customs. Three, all the income of salt administration, except a loan from Taixi, the rest are included together until the import tax is raised to the actual value. Now countries are allowed to do this, but only two things need to be done: first, import duties will be levied according to the current valuation, and if they can be changed, they will be taxed on a piece-by-piece basis. After the renovation of the first floor, it is considered that the basis for estimating the price of goods should be the value of each goods at the time of unloading in 1897,1August 993 and 1993, that is, the market price of the total import miscellaneous fees. Before it is changed, it is still taxed according to the valuation. The waterways of Erbei River and Huangpu River should be improved, and China countries should allocate funds to help each other. At the level of tax increase, this clause will start in two months. Except for the goods that have been in transit within ten days after the date of this withdrawal at the latest, no exemption shall be granted.
Paragraph 7: The Great Qing Dynasty allowed the embassy to be designated as a place for exclusive use and residence. It is managed by the embassy alone. China citizens are not allowed to live on the border. It can also be guarded by banks, and the boundary of the embassy is marked as follows on the attached map (attachment 14): Chongwenmen Street is the eastbound line, with the words 10,1,12 on the map; The northern map is the line of five, six, seven, eight, nine and ten, and the western map is the line of one, two, three, four and five. On the southern map, there is a line of twelve or one word, which is drawn along the south address of the battlements wall. According to the attached article 190 1 year, on the 16th day of the first month of the Gregorian calendar, that is, on November 26th of the previous year, China promised independence of all countries and always stationed troops in its embassy.
Article 8. The Great Qing Dynasty promised to level Dagu battery and all batteries that blocked the passage from the capital to the sea, and now it has tried its best to abide by it.
Article 9 In accordance with the provisions of the attachment on the 16th day of the first month of the Gregorian calendar 190 1 year, that is, on November 26th of the previous year, China promised to hold it in different countries, and stationed troops in several places as appropriate to ensure that the passage from the capital to the sea would not be cut off. Today, the garrisons of various countries include Huangcun, Langfang, Yangcun, Tianjin Junliangcheng, Tanggu, Lutai, Tangshan, Luanzhou, Wangqin Island and Shanhaiguan in Changli.
Article 10 The Great Qing Dynasty promised to publish the imperial edict mentioned later in all counties for a period of two years: 1. The imperial edict of February 1st this year, that is, December 13th the year before the lunar calendar, permanently forbids or concludes meetings with enemies from all countries, and all offenders will be beheaded (Annex XV). Second, this year's □ month □ day in the western calendar is the imperial edict of □ month □ day in the China calendar, and there are clear provisions on how to punish those who commit crimes. Three, the Gregorian calendar this year, that is, the China calendar, imperial edict, in order to kill the people of all countries, towns stopped the civil and military examinations. Four, the Gregorian calendar on February 1st this year, that is, the year before the Gregorian calendar on December 13th, the imperial edict, provincial governors, civil and military officials, and all officials in their territories have the responsibility to ensure peace. If Fu Zi hurts the people of all countries, or breaks the contract again, it must be punished immediately, otherwise, the responsible member will be dismissed, never used, and can not be exempted from giving rewards (Annex 16). The above decrees have been gradually posted all over China.
Article 11 The Great Qing Dynasty promised to consult each other on trade and navigation treaties and other matters related to trade and navigation in order to make them appropriate and simple. According to the compensation in the sixth paragraph, it is agreed that China will undertake to help improve the two navigation channels of Beijiang River and Huangpu River, and organize the following river sections: 1. The improvement of the channel of the North River will be carried out in 1898 with the help of China countries, and all countries will send personnel to build it. As soon as the management of Tianjin affairs is handed over, the China family can send personnel to hold meetings with members sent by other countries, and China pays 60,000 yuan to the Customs Bank every year to support their work. 1. The Huangpu River Administration is hereby established to manage and improve the navigation channels. The task of all members of the Administration is to protect the interests of all trade in Shanghai on behalf of China and other countries. It is estimated that in the next 20 years, the Customs Bank will spend 462,000 yuan annually on all the work and management expenses of the Bureau, which will be paid by China countries and funded by foreign operators. Details of the duties and responsibilities of the staff of the Bureau are listed in the attached document (Annex 17).
Article 12 On July 24th of this year, that is, the ninth day of June in China, a decree was issued to change the office of the Prime Minister into the Ministry of Foreign Affairs at the discretion of each country, before the six ministries. In this imperial edict, the ministers of the Ministry of Foreign Affairs have been briefly dispatched (Annex 18). The flexible etiquette of the imperial envoys has been recorded by the plenipotentiary of China. This statement is contained in the attached executive summary (annex XIX).
I hereby make it clear that the languages and attached documents replied by the plenipotentiaries of the above countries are all in French. Since the Great Qing Dynasty did as mentioned above, 19001February 22nd, which was the first day of November in the 26th year of Guangxu reign in China, the paragraphs in the article were properly handled, which met the wishes of all countries, so China wanted to end the situation caused by the 1900 summer chaos, and all countries followed suit. Therefore, the plenipotentiaries of all countries issued a statement on behalf of their respective governments, stating that all countries' garrisons, except the embassy garrisons mentioned in paragraph 7, were evacuated from Beijing on the day of the western calendar, that is, the day of the China calendar. In addition to the places mentioned in the ninth paragraph, they also retreated from Zhili on 190 1 year, that is, China calendar. Today, the above-mentioned clauses are written in the same language in twelve copies, all of which are signed by authorized representatives of various countries, one for each country and one for China.

From 1900 to 10, France took the lead in proposing six requirements, such as punishing the culprits, paying compensation and dismantling the Dagu fort, as the basis for negotiations with the Qing government. After repeated meetings of ministers of various countries, on February 24th, 65438,1/China (Belgium, Spain and the Netherlands besides the eight countries) * * * proposed 12 peace talks outline to the Qing court. The Qing government fully accepted it. 190 1 (in the 27th year of Guangxu reign) On September 7th, Yi Kuang and Li Hongzhang formally signed the Peace Treaty between the Kingdom of Xin and Chou (named after this year is the year of Xin and Chou in the lunar calendar) on behalf of the Qing government.
