CCTV News (Focus Interview): The 11th holiday is about to pass. Many friends who have traveled abroad may be on their way home, and many people have already returned home. Looking back on a few days' holiday, how do you feel? Some people must have a particularly good life, and it does not rule out that some people will encounter unpleasant things. Our reporter made unannounced visits to some scenic spots during this holiday and found many regrettable phenomena.
On September 30th, the reporter went to Hengshan Mountain in Beiyue, Shanxi Province, which is a famous Taoist shrine. In the scenic spot of the dormitory, just after burning incense, a young man was led to the incense table next to him by an old man in Taoist clothes, handed a symbol, and then said, "Blessed everyone. What do you mean? Money, 30 yuan. "
Some ways of asking for money are euphemistic. In the Chonglingmen of Hengzong Temple, a Taoist-looking man wrote a few words on the hands of female tourists, said a few auspicious words, and then turned to the theme: "With these two funds, it is more or less a gesture." Female tourists finally took out 50 yuan money. The reporter observed that these people dressed in Taoist robes chatted with tourists whenever they had the opportunity. After talking for three or five minutes, tourists usually take out some money, ranging from tens to hundreds of yuan. "Taoist priest" seems to be very interested in meeting reporters, and suggests showing them to reporters. He took out several paper labels and asked the reporter to take out three. Then he opened the paper label and told the reporter that all the red labels were drawn, indicating good luck. Unable to react, he immediately took out a stack of paper and began to draw amulets for reporters. He wrote a few auspicious words on yellow paper and added a symbol that he couldn't understand. After painting the so-called amulet, Taoist Hengshan said, "Fill in the divination gold. Suit yourself. "
Looking carefully, there are already dozens of pages written with numbers in this merit book. The biggest is 8800 yuan for hexagrams, 4800 yuan for amulets and 9900 yuan for merits, which adds up to 23500 yuan.
Finally, the reporter took out 200 yuan's money. So, are these fortune tellers who call themselves Taoist priests official faculty members? The reporter wants to see their witness. A Taoist said, "No, no, except monks." The one who painted the so-called amulet for reporters and carried a merit book with him only took out a business card and said that he didn't have a Taoist card.
The person in charge of a Taoist temple in Tianfengling told reporters that most of these fortune tellers are local villagers. The reporter went to the Tianfengling Scenic Area Office of Hengshan Management Committee for verification. The person in charge of the office said that these so-called Taoists are all responsible for fire prevention in Taoist temples, not Taoists at all. The staff said: "It's beyond our control. To be honest, we hate it, too. It is not a problem that cannot be managed, but a problem that cannot be managed. "
After leaving Tianfengling Scenic Area, the reporter once again saw the "Taoist priest" who painted amulets for reporters in hun yuan at the foot of Hengshan Mountain. By this time, he had taken off his costume and was busy shopping. He called himself Bai Chun and said that he was a villager near Hengshan Mountain. There are at least twenty or thirty people in Tianfengling Scenic Area, which has already formed an industry. In fact, the management department has long known these situations: "The management committee forbids us to spend money hard. Don't ask for money, let nature take its course and give as much as you want. "
Villagers living near natural and cultural scenic spots are lucky to be able to rely on mountains to eat mountains. But this way of eating can't be illegal. Just like in movies, eating signboards, smashing rice bowls, fishing in dry rivers, killing the goose that lays the golden eggs, are so confused. Moreover, the natural and cultural landscape is not only for local villagers, but also for everyone and the whole world. Such a waste is absolutely impossible. What is wrong is that the staff of the management Committee told us that "someone is not letting go." Who is not in charge? Why not let it go? Who should take charge of such people and things? In fact, there are similar problems in more than one scenic spot.
102,65438, the reporter came to Yanji City, Jilin Province, found Yanbian Zhongqiao Travel Agency and signed up for a one-day individual package tour of Changbai Mountain. The itinerary is Changbai Mountain Tianchi, Waterfalls and Hot Springs. There is no shopping clause in the contract.
When signing the contract, the reporter found three notices posted on the office wall, in which kickbacks were mentioned many times, and the distribution ratio of kickbacks between tour guide drivers and travel agencies was also clarified. The notice also emphasizes the reward policy for tour guides after shopping reaches a certain amount. China's "Tourism Law" stipulates that travel agencies are not allowed to obtain kickbacks and other illegitimate interests by arranging shopping or paying for other travel projects. So, what are these notices and regulations? After the reporter raised the question, the head of Zhongqiao Travel Agency became impatient: "This is the price given by us (the scenic spot), and it has nothing to do with you."
Does it really matter? With questions, on June 3rd 10, the reporter boarded the tourist bus at Yanji Railway Station and started a one-day tour of Changbai Mountain. In the morning 10, the bus approached the foot of Changbai Mountain, but strangely, the bus did not send tourists to the foot of Changbai Mountain, but turned a corner and drove on another road. Li Zhiqiang, a one-day tour guide, said that the first stop was not Changbai Mountain, but the floating stone forest in the canyon: "The itinerary of our one-day tour is like this. I didn't change it for everyone. We are individual travelers. "
It turns out that this is a self-funded scenic spot, and the tour fee does not include the visit fee. The tour guide strongly recommended that the bus has confirmed that it must go to this scenic spot. There are 45 people in the whole group, and half of the tourists bought tickets to participate in this project. Ticket price per person 120 yuan, collected on the spot. At this time, the reporter remembered that the notice on the wall of Overseas Chinese Travel Agency specifically mentioned this scenic spot, but the price was 45 yuan per person. The bus arrives at the Floating Stone Forest Scenic Area in the canyon, and tourists who buy tickets enter the scenic area to visit. Those who didn't attend, including journalists, had nowhere to go. The visitors' lounge is locked, and visitors are forbidden to enter the consultation area. At this time, the driver didn't know where to go, and the bus couldn't get on. They can only stand outside at around zero and wait. 1 hour later, the tour of this scenic spot is over. At noon 12, the bus drove into Changbai Mountain Scenic Area. In five hours, the tourists hurried and visited Tianchi, Waterfalls and Hot Springs. At 5 pm, the bus began to return. At this time, new projects appeared again. The tour guide told everyone to go to Hongqi Village, the first village in Korea.
This is another self-funded project that is not in the contract. The reporter signed up. The bus arrives at Hongqi Village, Antu County, and the cost is 100 yuan/person. The reporter didn't see this shopping store during the visit. Soon, everyone was taken to a resident's home, and the mystery was solved at this time.
Qu Hongyu, a villager, claimed to be an authentic Korean. He was born in Hongqi Village and has lived here for decades. His family lives by planting ginseng under the forest. Later, she took out two boxes of ginseng without any packaging. According to her, these are ten-year-old ginseng in the forest, which are very precious and sold by roots, and the price is much cheaper than in the market. The reporter bought 16 pieces at the price of each piece in 40 yuan. The reporter then contacted the staff of Yanbian Ginseng Industry Office. The other party told reporters that these are ordinary ginseng that can be seen everywhere in the market. Not only are they not ten years old, but they are at least twice as expensive as the market. Even the concept of "ginseng under the forest" is fabricated.
So who is Qu Hongyu who sells ginseng? The reporter once again returned to Hongqi Village. The villagers said that the houses visited by tourists are indeed ordinary villagers, but all the salespeople who receive tourists and promote their own specialties are actually employees of tourist shopping stores, not only villagers in Hongqi Village, but also Koreans. The routines for receiving tourists are all trained in advance. The internal regulations that the reporter saw in the office of Yanbian Zhongqiao Travel Agency are actually the common rules of the game for travel agencies. Take a closer look: the signing of the Canyon Floating Stone Forest, that is, the travel agency and the scenic spot directly settle each person's 45 yuan and collect tourists 120 yuan; Hongqi Village directly settles 30 yuan for each person, charging tourists 100 yuan. The middle price difference is a rebate, and the tour guide and the driver are equally distributed according to the proportion of one third. Designated shopping places such as Hongqi Village, where the total shopping amount exceeds 1000 or 5000, will be rewarded according to the rebate portion of 10% and 15% respectively. For individual groups, the commission of shopping rebate has always been an open secret. Driven by interests, tour guides and sellers should try their best to promote their products.
By this year 1 1 month, the Tourism Law will be officially implemented for one year. But obviously, in some places, many provisions in the Tourism Law have not been implemented, and the phenomenon of infringing on the interests of tourists still occurs from time to time, while our tourism market is still expanding. According to the data provided by the National Tourism Administration, from 1 to 5, the total number of tourists received by the national 124 scenic spots reached 25,678,600. Even if only a small part of so many tourists encounter fraud, it is not a small number, and more importantly, it will bring great harm to the whole tourism industry. Therefore, tourism management departments and employees should have a stronger sense of urgency and responsibility, and implement the Tourism Law as soon as possible to protect the interests of tourists.
