The Haiyang-1 D satellite and the Long March-2 C carrier rocket were jointly approved by the National Development and Reform Commission, the Ministry of Finance and the National Defense Science and Technology Bureau. The Ministry of Natural Resources is in charge of the construction of operational satellite projects, and the National Satellite Ocean Application Center of the Ministry of Natural Resources is the legal person of the project, responsible for satellite operation management, data reception, data processing, data archiving, distribution and application.

Satellites and rockets were developed by Aerospace Dongfanghong Satellite Co., Ltd. and the First Research Institute affiliated to the Fifth Research Institute of China Aerospace Science and Technology Corporation.
