How will Hainan build a new highland of science and technology?

The "Guiding Opinions of the Central Committee of the State Council on Supporting Hainan's Comprehensive Deepening of Reform and Opening-up" released recently clearly supports Hainan to lay out and build a number of major scientific research infrastructures and conditional platforms in strategic areas such as deep-sea exploration, development and utilization of marine resources and space application, build major scientific and technological innovation bases in the space field and the South Center of the national deep-sea base, and build a strategic highland for space scientific and technological innovation. Strengthen the construction of national Nanfan Scientific and Research Breeding Base (Hainan).

Shi Yiyun, vice chairman of Hainan Provincial Political Consultative Conference and director of the Science and Technology Department, said that Hainan will promote the construction of Sanya Deep-sea Science and Technology City and National Laboratory of Deep-sea Technology according to the overall layout of "land, sea and air", promote the landing of deep-sea space station and the construction of service guarantee base, and strive to build the only national deep-sea science and technology city and deep-sea science and technology innovation talent training base in China. Promote the preparation of the master plan of the Deep Sea Science and Technology City Park, the master plan of Nanshan Port Wharf and the reconstruction plan of the West Line Expressway, formulate supporting policies, study the implementation plan of "unified planning, unified construction and unified management" of Sanya Nanshan Port Wharf, explore the park management system and mechanism, and promote the establishment of the Deep Sea Science and Technology City Management Committee.

We will promote the construction of scientific research service platforms for South Breeding Science and Technology City, South Breeding National Laboratory and South Breeding Base, build a "South Breeding Silicon Valley" that integrates scientific research, production, sales, scientific and technological exchanges and results transformation to serve the whole country, gather outstanding scientific research forces in Sanya, and improve the scientific and technological level of South Breeding.

Promote the planning and construction of Wenchang Aerospace Science and Technology City. Taking Wenchang Space Launch Site as the core, we will carry out space scientific research activities such as space science popularization and promote the construction of Wenchang Space Science and Technology Museum. Promote the construction of satellite remote sensing technology industrial park and the development and application of low-latitude satellite observation system technology. It is planned to complete the layout of Hainan small satellite constellation in three years to provide technical support for maritime shipping, island reef monitoring, fishery information service and maritime search and rescue.
