Do ICBC credit cards need to pay extra exchange fees when buying things in Amazon?

Not all ICBC credit cards can buy things on Amazon.

Peony Credit Card is a quasi-credit card issued by China Industrial and Commercial Bank, and the cardholder can overdraw within the specified credit limit. Peony credit card can be used at ICBC outlets and special merchants, special merchants with "UnionPay" logo and ATM machines. Peony International Credit Card can be used at ICBC outlets and special merchants, special merchants marked with UnionPay, ATMs and overseas acceptance points marked with VISA and MasterCard. Settlement in RMB and designated foreign currency, with overdraft consumption, transfer settlement, cash deposit and withdrawal and other functions. Since June, 2003, the foreign currency arrears arising from using Peony International Credit Card in consumption abroad or withdrawing foreign currency cash can be repaid by purchasing foreign exchange in RMB, except for transactions prohibited by national laws.
