Is there no effect of mutual solubility without phase?

The mutual solubility between phases has no effect.

Here I explain what is mutual solubility:

Mutual solubility can be simply understood as "harmony" of different constellations. Most conjunctions are planets in the same constellation, but there are also conjunctions between the tail degree of one constellation and the initial degree of adjacent constellations. But the conjunction of two mutually soluble planets obviously belongs to different constellations, such as Mars in Capricorn and Saturn in Scorpio, but they can still have similar interaction. Mutual solubility can be simply analyzed and explained as a combined phase.

There may be no phase between mutually compatible constellations. For example, Venus is in Capricorn and Saturn is in Libra, but these two planets have no phase and are mutually soluble.
